I'm pretty sure it's per device per apple ID. Reason being, lots of folks back up to the cloud., making a new device setup pretty simple when you set it up via iCloud back up.

I had the exact same issue. Worked immediately at my work, but not at home. It lasted about two days. Now it works. I tried the same thing you did with no luck. Posted about it on the apple forums. No luck. Tried the airplane mode trick again a few days later, and it worked. Strange.

Its definitely more proactive. I get in my car and start it, and get a notification from the Maps app of the traffic conditions for my drive to work!!

I have always had to sign when I use it at Walgreens. I have only used it for prescriptions though. Not sure if that matters. IIRC the guides for the Watch tell you to double click the side button to bring up your card first, then hold the watch face close to the reader. I used it yesterday...
