How is your Hopper connected to your TV? That is, what input is it attached to? If it's connected to either the antenna input or a composite video input (yellow RCA jack), then you will only see an SD-quality signal at best.

How is the DVR connected to the TV--to the antenna connector? The would explain the snowy picture and weak/no signal message from the TV while the DVR is trying to restart. My first impression is that the hard drive in the DVR is going bad. We had a similar problem with a 522 DVR receiver...

Used to be in Mexico, I guess :) The only channels listed on 77W TP16 are LR and Pine Bluff stations, per TheList. KVTN (25) and KMYA (49) are SD-only. Do you receive ANY of the LR stations on satellite? What Dish package do you subscribe to?

Little Rock stations are carried in HD only on the 77w sat. 129w has those stations in SD only. Are you certain you're pointed to the 77 sat? Do you receive any of the national channels in HD? What about OTA?
