I have a similar problem except the IR remote rarely works at all. I leave the receiver in single mode and use the UHF remote most of the time. Dish has swapped out the receiver and the replacement has the same result. The remote works PERFECTLY on the TV. Anyone?

An ATSC modulator would not necessarily have to come from Dish. It could be possible to use an external modulator from any manufacturer that would accept the output from the HDMI or colorstream connections on the back of ANY HD receiver.
