Cable companies want to unbundle broadcast TV, and broadcasters are angry
À la carte pricing may not be a pipe dream, at least for local broadcast TV.
A Congressional proposal to let cable and satellite customers choose which broadcast TV channels they pay for has led to a battle between small cable companies and broadcasters. While cable companies usually are opponents of mandates to sell channels individually instead of in bundles, in this case they are fighting for à la carte and against the broadcasters. The "Local Choice" proposal by US Sen. Jay Rockefeller (D-WV) and Sen. John Thune (R-SD) affects local broadcast stations such as affiliates of NBC, CBS, ABC, and Fox.A group called TVfreedom.org that represents local broadcasters and other organizations today criticized the American Cable Association (ACA) for supporting Local Choice. "We believe 'Local Choice' represents a frontal assault on free and local TV broadcasting," TVfreedom Public Affairs Director Robert Kenny wrote. "It would tilt television's balance of power in favor of pay-TV providers at the expense of broadcasters invested in localism. It would cost consumers more on their monthly bills, and do nothing to address shoddy pay-TV service or the deceptive billing practices of cable and satellite TV providers."

Bill would make it illegal for ISPs to slow down online video services
Data caps and deceptive pricing would also be regulated by proposed law.
TVfreedom is composed of "local broadcasters, community advocates, network television affiliate associations, multicast networks, manufacturers and other independent broadcaster-related organizations" and says its mission is to make sure "cable and satellite TV providers [are] held accountable for stifling innovation and repeatedly using their own customers as bargaining chips while increasing their record profits." The group chided the ACA for supporting à la carte pricing this year despite arguing in a previous case that "current technology costs make à la carte a financial impossibility for ACA member systems, the business model is entirely unproven, and no lawful basis exists for imposing regulated a la carte."

But that ACA statement arguing against à la carte came in January 2008. The ACA, which represents small cable operators, has changed its views and disputes TVfreedom's take on Local Choice. The group wrote approvingly of the proposal last month, saying it would "end local TV station blackouts and expand consumer choice in the receipt of local broadcast television stations from cable and satellite TV providers."

ACA CEO Matthew Polka wrote this week that under Local Choice, "TV stations would set the price of their channels on pay-TV systems and collect all the revenue. TV stations that are local-ratings winners would be in position to command the highest fees. TV station-initiated blackouts permitted under current law would never happen again. And pay-TV consumers would not have to pay for TV stations they don't want and could do so without giving up pay-TV entirely, which current law does not permit in the case of cable subscribers."

In response to the TVfreedom criticism, ACA VP Ted Hearn told Ars today that "ACA—a leader in calling for more consumer choice going back many years—is certain that the last thing TVFreedom wants to talk about is the pro-consumer, free-market provisions in the Rockefeller-Thune Local Choice proposal, which would eliminate blackouts and gatekeepers while letting cable customers decide how much to pay for 'free TV.'"
No more blackouts

In theory, the Rockefeller-Thune proposal would end financial disputes between pay-TV companies and broadcasters like the one that led Time Warner Cable to temporarily black out CBS last year in protest of CBS price hikes, or the blackout of Raycom-owned local stations on DirecTV this week. TV broadcasters make billions of dollars every year on retransmission consent fees and could stand to earn less if consumers can choose which channels to buy.

The senators' summary of their Local Choice proposal says it would require every local broadcast TV station to be available to pay-TV subscribers. "All MVPDs [multichannel video programming distributors] in the local broadcaster's market are required to make the broadcast signal available to their subscribers at the broadcaster-set price," it says. "MVPDs cannot mark up the price and must remit the fees they collect to the local TV station."

The benefits, according to the summary, are that "Local Choice gets rid of blackouts, makes sure that broadcasters are fairly paid, and puts viewers in control by giving them meaningful choice over their programming options and offering more opportunity to control the cost of their pay-TV subscriptions."

The Local Choice proposal is an add-on to the pending reauthorization of the Satellite Television Extension and Localism Act, which lets satellite companies retransmit out-of-market broadcast TV channels to rural customers. The National Association of Broadcasters opposes attaching Local Choice to the satellite bill, saying there isn't enough time to review the proposal and that it is not "an appropriate vehicle for reviewing the retransmission consent process." But the latest draft of the satellite bill reportedly includes the Local Choice text.

While cable lobbyists generally oppose any effort to sell channels to consumers individually instead of in high-priced bundles, Local Choice wouldn't prevent them from selling bundles of non-broadcast channels. The National Cable & Telecommunications Association (NCTA), which represents the biggest cable companies, hasn't taken a public position on Local Choice.

"Cable lobbyists, who have opposed any sort of à la carte in the past, are more amenable to the Rockefeller-Thune concept because it would remove a controversial byproduct of retransmission consent negotiations—local market blackouts that deprive people of programming like NFL games," Politico reported. (The NFL is fighting to save blackout rules that prevent cable and satellite companies from importing game broadcasts from distant stations to show in local areas.)

If Local Choice doesn't pass as part of the satellite bill, it could be taken up again next year. And while it applies just to broadcast channels, The Washington Post reported last month that "insiders say that Local Choice could even be a stepping stone to consumers' long-awaited Holy Grail: an unbundling of all the channels offered on cable." But a complete unbundling may end up being a pipe dream, the Post noted: "That would be a much more contentious fight, and pretty much everything about this plan is a long shot right now."

Apple has finally released their Apple TV 4K with built-in Siri and a microphone so it can respond to your queries even if you don't have the remote. It also increases in price, to $299. I had been planning on updating my current Apple TV 4K streamers, but that's $600 for the two of them, and that's a pass at this point.

At $299, it had better come with 256 GB of Storage, Gigabit (or better) Ethernet, the latest HDMI tech and standards, and one year of free Apple One. But it probably won't…

Meh. The 4Ks I have will do everything that these do that I need them to do.

Which that's most tech these days for anything released the last four to five years.

It's honestly a testament to how good the previous gen Apple TVs were and are.

Don't tell them that. They'll adopt planned obsolescence.

Outside of gaming, would Joe Sixpack notice any difference?

Not a bit. IMO, Apple's are slow to boot up. Time is about the same with 1st gen and 3rd. Roku runs rings around them in that department. I only reason I stuck, is the Apple infrastructure, which has it's definite advantages. But $300 is a deal breaker. Later, Apple!

they all do that anyways.. ever notice your cell phone slows down when you come up for an upgrade.. :what. apple's been making money off of software and not hardware for a while

No. Makes me wonder if that is Apple or the carrier. I am on pre-paid, so I never get "an upgrade." I still have my old iPhone 11 Pro as a second line, and it runs iOS 27 just fine. My iPhone Air, which is still a current model, doesn't really seem that much faster in regular use. It is better in other ways, and worse in some ways than the 11 Pro (size), but performance really isn't a big differentiator, especially since I replaced the battery in the 11 Pro. If I had gotten enough storage when I originally bought the 11 Pro, it could still be my primary device with no issues.

Yeah, they boot up a bit slower than Roku, but the OS does a lot more, so it makes sense. How often are you booting them up that is a differentiator? Aside from OS updates, mine are on all the time. I will say the ATV4K is generally quicker than the Roku Ultras I have, when it comes to launching apps and responsiveness, not that the Roku is sluggish.

What software? For iPhones? I tried to buy some image s/w IN THE APPLE STORE! They had none, and could not offer ANY s/w for iPhones

I assume you mean services, like iCloud and Apple Music, and not actual software sales. Services have been growing quickly for Apple, but hardware still brings home the bacon. As for where Apple's revenue comes from, the iPhone is still king with 49.58% of revenue as of June 2026. Services comes in second with 28%. iPad, Mac, and Wearables/Home makes up the rest. So, that is 72% coming from hardware. Their profit margin is around 25%, FWIW.

I am skeptical the AppleTV 4k makes them much money on the hardware though, which I suspect is what you were getting at.

I thought I would come here and find lots of complaints about the update to the dish anywhere mobile app, but am not seeing any. It used to look just like the desktop webpage. Now you can no longer filter by sports channels or movie channels. Plus that they made it look like a big button telephone and you see fewer channels in the screen which requires more scrolling. Yes I realize you can look at sports then select which sport you want to look at, I just liked being able to see all sporting events in the guide with all other channels being filtered out. Am I alone in the wilderness on this?

I'm not a big fan of the new layout, especially on my Apple TV. It used to look like the old Guide layout on the Hopper 3, but they changed parts of that, too.

I really dislike change for the sake of change

I like the new look, it's a lot cleaner. I'm using it on one of those Onn streaming devices when I travel.

Yes a lot cleaner, glossier, and less functional. Someone trying to justify why they are making a big salary. "See look shiny"

Just checked my account and it shows mgm+ at 8.00 per month, but that has red line drawn thru it and shows 0.00 per month. But it doesn't say how long this lasts,...... 1 month, 3 months, forever. I called customer service to get an answer, and they said nothing like that exists. Should I add the offer or not? Already paying them too much, but want to take advantage of something free.

Not for me, mines has no mention of how long aka the offer period and the Terms and conditions the $0.00 is good for. All I see is one can lose $5.00 if you decide to remove it before day 31 after you add it to the account.

You have a different offer that is free for a shorter timeframe which is different than the one that I and bnewt saw without defining the promotion period as I sent the question to DISH Care via Facebook Messenger and this is the response I got back 20 minutes ago.

But.....if you like Tulsa King....looks like you would probably like this as well. I don't mind spin-offs as long as they don't involve a sassy niece who moves from the big city

No. Bring in someone new.🤔 Tony is not serious enough for me. Parker is too close to the team and Tim is too young to take over IMO.

I don't think Tim and Tony are that far apart in Age ...

Remember what Tony said to Tim when they first got back together ...
Tony said: I am the New Tony, Tim .... (something to that effect)

Tony has changed, he's been running his Security Business ... I'm sure he has grown up.

Give it time ... your judging the New Tony from the old Tony.

It sounds like Tim won't be around the Team much longer either.

Might be worth a watch when it comes out. Looks like typical big corp against the little guy movie BUT....there is a reason this plot type is so oft repeated, it draws audiences.
