I am now officially jealous, particularly of those markets with a PBS in HD.
 
I wonder how they determine who gets these extra locals in HD first.One thing that stands out to me is that they seem to do smaller and more rural markets before the major cities such as Boston.

Maybe these markets reached an agreement with Dish to be carried and the others have not. You also have the physical aspect of getting the signal to the uplink center.
 
I would not be surprised in WGBH, a premium PBS station did not consider its HD retrans rights to be worth a premium price. Rural stations, on the other hand, might just be happy to get their HD pledge drives on more screens than their signal can otherwise carry.

There are also the issues of spotbeam space and uplink backhaul space Voayger6 pointed out.

PBS can't charge..must carry only..besides they already carry WNET in NY so money cant be the issue..probably spot beam space

Yes, this is a nice addition. But just curious (perhaps you know): will the "must carry" requirements for 2013 require Dish to carry CW in HD come 2013? I could care less, but my wife loves her 90210... ;)

I thought the rule was only for PBS.
It all comes down to an agreement between dish and the provider, which in this case in Sinclair. So I hate to say it but it may be a while. Sinclair is well known to be pissy when it comes to contracts.

According to this article from 2008, it includes ALL available HD:
Direct broadcast satellite (DBS) operators DirecTV and DISH Network will have four years to implement fully must-carry requirements as they pertain to high-definition (HD) television signals, under a ruling adopted unanimously by the FCC. Approved on March 19 and released last week, the FCC’s order responds to DBS industry claims that the imposition of “carry one, carry all” requirements in all HD markets starting on February 17, 2009 (i.e., the date of the nationwide digital TV conversion) would overwhelm scarce channel capacity on DBS systems. (Cable operators, meanwhile, are required to observe HD must-carry rules on that date.) Recognizing that the DBS industry is faced with “unique” capacity constraints, the FCC agreed to allow DirecTV and DISH to phase in full carriage of local HD signals according to benchmarks that require the companies to roll out full HD service in (1) 15% of HD markets by 2010, (2) 30% of HD markets by 2011, (3) 60% of HD markets by 2012, and (4) all HD markets by 2013. In approving the rules, the FCC also cast aside broadcast industry arguments that DBS providers should be subject immediately to the same HD carriage requirements imposed upon cable operators. Describing the decision as a “common sense” approach, FCC Commissioner Deborah Tate touted the benchmark schedule as one that ensures that, “by 2013, every citizen who resides in a market where broadcasters are providing [HD] signals will have access to those signals.” As DISH proclaimed that the agency’s order “underscores that carry-one, carry-all obligations impose a significant burden on DBS providers,” DirecTV praised the FCC for “[striking] an appropriate balance to reach its public policy goals.”

but it goes back to my 2nd point

Unless the 2 parties agree on a price for carriage the channel does not need to be carried.
