The installer is here now to install 61.5 so I can get HD locals. He wants to remove the 129 LNBF and says I don't need it.
Is that true?

Well HD Nationals are on both 61.5 and 129 so you'll only need one for HD Nationals but HD Locals and HD RSNs could be on just one of them.
Looks like you get the Richmond HD Locals and those are on 61.5.
Was the installer really going to wait while you get an answer from the internet as to if he knows what he's doing or not?
No. He didn't know. I was just asking for my own education and a possible follow up call.
At my old house, we had some 'must carry' channels that I didn't know about at first. Since then, I've just checked to see if anything is missing. Not that I have to have them all, but I'd like to know.
