I have CEC disabled on both the TV and the Joey. 54 remote works as it should. Maybe the question should say if it is on turn both off.

Yeah, I had a potential issue with it, reported above. My 54 has a very weak IR emitter and only works aimed right at the TV. Unless I am confabulating (and I am getting old), somebody (probably not you) helped me turn it off. My TV's are too old to respond to it anyhow.

Try turning CEC off on both the TV and the DISH receiver. It may well be that that the automatic delay to standby in the receiver and 54 remote is causing your issue.
