Because bob the uplink guy with the keys don't get there until at least 3. If we give him too much crap he takes the day off and makes us wait longer.

Please forgive my lack of knowledge on how the uplink reports work. If Fox Sports 1 and NBC Sports Premier League Extra Time are not added in today's upcoming report, can they still be added before Saturday?

Think of it as the EPL version of the PAC12, BTN, MLBN, NHLN,, etc overflow channels.

Yes, they can be added at a moment's notice.... Keep in mind, the uplink report is just that, a report of what is just changed in the Dish uplink...

Just Dish likes to do most of it on Wednesdays unless it's something major (Pac 12, BTN, AMC comes to mind as recent major non wednesday uplink reports)
