Even though I'm receiving my Tulsa Local Channels, Is there a way that I can receive those "All AmericanDirect" channels from other cities? Even if I had to pay!

Yes I have! And I do not qualify because I can receive the Tulsa, Oklahoma locals.

Sorry to say that your options are:
1) "move". (do a search on "moving" here on Satelliteguys to get plenty of info)
2) Enjoy your Tulsa locals.
