another 322 question

Hi. I'm new to this site and saw the threads dealing w/ buying an 322 rec. and getting DISH to activate it. My question was will they activate a brand new rec. purchased from dealer on a close-out. A relative purchased one like this and DISH refused, even when he mentioned going to DIRECT TV. Does anybody have any ideas I could pass along or know who to contact at DISH regarding this matter. Thanks.
