Another 811 audio question

I have noticed on my OTA channels that the volume changes significantly between stations.

Is this a station issue or should the receiver balance them out? I tried using the "perfect volume" setting on the TV but doesn't change anything.

I believe this is an 811 problem. My 6000 does not require constant volume adjustments when tuning OTA channels. It is very noticable when going from satellite to OTA.
