From my E* insider as to why KBEJ(2) and KBVO(51) aren't in the Austin E* lineup:
Under the last 2 rounds of Must Carry, neither of those 2 stations opted
to be included. That's why DISH doesn't carry them. It sounds like maybe
they made a side deal with D*; perhaps D*s uplink center is closer so
the local stations didn't have to run as much fiber optic cable.

so take it up with the stations... :)
