Yes. Just received an HR21 a couple of weeks ago.

You bought from Ebay, so there no telling if the B Band convertors are in the box or not, till you get it, that is if it's used, if you bought a brand new one in the box, YES they should be there.

Yes new ones do, who knows about ebay, email the guy and ask.
