Over in the 211 DVR EHD thread there are several comments from myself and Smith, P about successfully moving Archived events from one device to another using Linux. So, while the OP's question about being able to back up archived events from one USB drive to another does not have a simple answer, at least it isn't impossible.
(in a nutshell, I was able to combine the contents of two 500 GB EHDs for my ViP 622 onto one 1 TB drive using a CD-ROM based Linux distribution. It is not a fast process, but we are talking hundreds of gigabytes here.)
