I just got a handheld radio can I use this to listen to police scanner?
Yes, use Chirp to program it and make sure you disable transmit on those frequencies.
They use open sky do you guys know what that is.
Yes, in lay mans terms, it is a secure way to transmit. If you care about the details of how it works, Google can help you.
But, I don't think you care. All you need to know is, you won't be listening to them on that radio.

It made the other agencies mad because they are not on the same Network. The fire department still can be heard on the scanner. Did I get a bad radio?
I thought I got a good radio for a beginner.
Did you get your Amateur license? Yes, it is fine for a beginner ham.
Working on it I know not to talk on it without a license.
Cool, let us know when you get it. It is relatively easy now compared to the way it was 30 years ago when I got mine.
