A player would face a 50-game suspension for a first offence, 100 games for a second, and a "lifetime" expulsion for a third, although they could apply for reinstatement after two years.
Baseball's present sanctions are a 10-day suspension for a first offence, 30 days for a second offence, and 60 days for a third.
"This is not only a historic day in baseball but a very meaningful one," Commissioner Bug Selig said. "While I thought the (current) program was working, there was a much deeper issue — it was the integrity issue. I think today we confronted that. It's a very proud day for baseball."
