I have noticed that I have "Addition Receiver Access Fee" of $7.00 for both of my 211's on my bill. It seems that I have always overlooked this but I am curious, I own my receivers outright, do I still get charged this ridiculous fee or is this fee for someone who leases the receivers? Keep in mind, I own all my equipment. It also seems that this fee used to not be $7 per receiver, can anyone give some insight...the mexican indian something or another service rep. couldn't give me an understandable answer.

That is correct for every receiver after the first you either pay a lease fee (if leased) or an additional receiver fee (if owned).
The fee is $7 for the VIP series of receivers.
