Can I recover & copy/move DVR files off a Dish 722 External USB Drive that is failing?

Can I attach the USB Drive (or pull the drive and connect to SATA port) of a PC / Mac / Linux box and copy/move the files to a new hard drive?

I am not trying to exact the files just copy/move them to a healthy drive.

A solution running on a Windows XP/7 PC is best but I'll take what I can get (like a Linux Boot Disk).
