Can't Disable Parental Controls

I have the SA8300 HD and I've turned off Parental Controls in Settings. But I keep getting the Parental Block on various channels almost every day. I turn it off from that channel, but then it's back on other channels the next day. How can I permanently turn this off? Can TW do this from their office?
