From Mlive.com:
Charter Communications announced today that it will offer 22 additional high-definition channels to its lineup in an effort to add more options for customers starting Sept. 13. According to a company release, the additional channels come at no extra cost to customers with the Expanded Basic level of digital service.

Customers with Digital View or Sports View will receive the new HD services at the price associated for that level of service. A Charter HD receive and an HD television set are necessary to view high-definition programming.
