I just saw that the Cincinnati Reds will have their own MLB channel. Any chance Dish will pick this up as part of there sports package?

Highly unlikely Dish would carry it. It's just the games, no other programming.

I have the same thing going with the Mariners this year and I was wondering, since DISH will have the games anyways as part of the MLB season package, could we possibly see local market games with a fee? The RSN thing has died but I wondered if this might give rise to a return of local games since they are operating under the MLB TV umbrella going forward.
