Could Dish Network, if they wanted to, upgrade the tuners in the Vip622 via software where all three tuners could record OTA transmissions as I believe the *D hr20 can?
 
No, they can't. And AFAIK the HR20 can only record 2 streams at once (either OTA or Sat)
 
because there is 2 satellite signal tuners.... and 1 OTA tuner.
Basically the same reason you can't run your satellite dish directly to the back of your tv. Recieving and decoding a OTA signal is much different than receiving and decoding a satellite stream.

Only because the mpeg2 signals are encrypted and the tv doesn't have the encryption key. they are both mpeg2 encoded. does anyone really know the physics of why?
 
If your TV had a Digital tuner in it would. They are making the switch some can. They all will be that way in a couple of years.

The OTA tuner is only capable of tuning the television band (basically 5-900Mhz) while the satellite tuners are only capable of tuning the DBS satellite band (basically 950-2150Mhz)
