Dish Network Local channels

nope, they are on what is called a spotbeam which allows only people in that general area to receive them.

Almost all spotbeams cover some "illegal" territory, that does not mean Dish provides subscribers outside the DMA with signal.

Locals on the 77 satellite are all conus so they are being broadcast to the whole nation, but only viewable where they are allowed.

With encrypted satellite transmission that is a big difference.

If someone happens to be within sight of a satellite signal and lies about his address, he is in breach of his contract by lying, but Dish is not illegally providing him programming using the information provided by the subscriber unless they know the address is false and ignore it.

It is only illegal if a DBS company knowingly sells a diffrent DMA than the one you are in. You can call dish and "move" and receive any locals you can get. You will be violating the TOS but the sat company is in the clear. If they find out you "moved" and let you keep the wrong dma then they are breaking the law.
