The article says Artemis is going to blanket the Bay Area, Dish is only leasing the some of their spectrum to Artemis, not building a network.

When someone wants to get from point A to B, own the road that gets them there. Leasing is VERY lucrative.

The Bay Area, geographically, is over 100 miles long and 50 miles wide. I believe this test will will be SF only....
 
Charlie has been buying Broadband spectrum for years. He wants to get into the cellular business, but does not know how. Kind of like his purchase of Blockbuster. He ,may have just lucked into the satellite business. Because he can't seem to get into any other business successfully.
 
What conclusions? This is basically being done as a proof of concept. The company that is licensing the spectrum does not have long term plans to operate their own wireless network. They want to show off the tech in a real world environment and then license to existing wireless carriers. Seems fairly straight forward to me. What conclusions are people going to jump to?
