Distant HD for no LOS or OTA?

Would it be possible to get a distant channel waiver for HD channels if you're unable to get them due to 129 no-LOS and no OTA?

Only distant local HD channel available at the moment via a waiver is CBS, would require dish pointed at 61.5 or 148.
