Dave, remember there's a difference between current and voltage.

Phone lines use 90VAC for ringing, and those conductors are the same or smaller than RG-6.

Taking a "hit" doesn't mean there's much current available, just that there's a high enough voltage to cross skin resistance.

Aside: A sensitive person (low skin resistance) can feel a static shock as low as 15KV. Yeah, that's right, 15,000 volts. The average person won't feel it until it reaches 25KV.
