DSM-3022 Sat Meter

Does anyone here have any experience with the SpaceLab DSM-3022 Satellite Meter? It seems like it's a good meter but the instructions are translated from Chinese and it really doesn't tell you how to use it. If anyone has used this and can give me some general instructions I'd appreciate it.

did you get it going?
my doesn't seem to respond to any signal from the dish
or connect to a compute via usb
