Since I have only one computer with PCIe slots, I can't say for sure that the problem is related to Windows 7 as I guessed, but it does appear to me and everyone else that the problem is most likely software-related rather than hardware. The USB version of this device (same tuner and demodulator, different interface) gets good reviews for speed and sensitivity, so I don't know why this one should be different.
I paid $50 for it, including shipping, so I'd like to ask that same amount, but I'll consider offers. The package includes the remote control and a card reader, but does not include software (you'll want the latest version from DVBWorld's website anyway.) I'll only ship to the lower 48 states.
