E*12 TP 23 to go online?

From Doug Lung's RF report on tvtechnology.com:

"EchoStar's request for STA to operate its EchoStar 12 DBS satellite over channels 23 and 24 at 61.5 degrees west longitude (WL) for a period of 180 days was granted. "

According to "The List," TP 24 is already in use, but 23 is not. Will they have to turn off another TP to light up 23?

If I remember right, that's a common STA you will see them file to use those two transponders. I can't remember exactly why they have to do it, but I know I've seen file for 2 transponders many times through out the years.
