I haven't seen this posted by others yet... looks like they are getting ready.

Launch and Operating Authority

EchoStar Satellite Operating Corporation
EchoStar Satellite Operating Corporation (EchoStar) has filed an application for authority to launch and operate the EchoStar 11 satellite at the
110.0º W.L. orbital location. The request does not seek additional Direct Broadcast Service (DBS) frequencies and/or orbital locations. EchoStar
11 is a CONUS-beam satellite that will operate in the 12.2-12.7 GHz downlink and the 17.3-17.8 GHz uplink frequency bands. Telemetry,
tracking, and control (TT&C) for EchoStar 11 will be operated at the edges of the service bands. EchoStar requests a waiver of the
cross-polarization isolation requirements set forth in Sections 25.215 and 25.210(i) of the Commissions rules, to operate EchoStar 11 with
minimum cross-polarization isolation within its coverage area of 28.8 dB. EchoStar also proposes to transmit Earth exploration images in the
space-to-Earth direction on the 12.208 GHz frequency, and seeks a waiver for non-conforming use of the 12.2-12.7 GHz frequency band, to the
extent necessary to do so.

Do we know what this will be used for and how it will likely affect subscribers?

I remember a few threads with in depth discussions about. Do some searching.

This bird will be used at 110w for CONUS coverage, freeing up Echostar 8. E-11 will also have high power transponder configurations and also better CONUS coverage in AK and HI. Which will in turn allow the HD spotbeams to AK & HI with national content to be updated with new channels since they will be able to see the HD on the regular HD conus beams.

The E-11 satellite is a very high powered satellite with only CONUS beams, no spotbeams. The high power may allow Dish to decrease the error correction on the E-11 TPs providing more bandwidth per TP. Besides freeing up the E-8 satellite, it should also free up the E-6 satellite that is sitting at 110 W as an in-orbit spare. There's been some specualtion where E-6 and E-8 would be moved to but one must factor in where Dish will put the AMC-14 DBS satellite once it has been launched as well. E-11 is scheduled to launch on a Sea Launch Zenit but is third in line behind the Thuraya 3 and DirecTV-11 satellites. The AMC-14 satellite was scheduled to launch on a Proton but a recent launch failure of that vehicle's second stage has delayed that launch as well.

How will the 11 affect us as getting more national hd?? Has there been a launch date set??

E-11 may or may not figure in E*'s HD plans. It should free up the E-6 & E-8 sats for other duty. One of these will probably replace E-3 at 61.5 and the other will probably team up with AMC-14 for the new mpeg4 only service that Mr. Ergen has alluded to. This is all subject to the actual launch dates of the new sats and the health of all the sats now operating.

In FCC docs Dish has mentioned construction plans to replace E3. But, they do not have a launch time since it is pretty much impossible to get a launch scheduled at the moment given 2 separate launch services had accidents this year. I really do not see either E6 or E8 going to 61.5 unless there is a major new problem with E3. Missing a couple transponders at 61.5 is not nearly as important as possibly filling 2 new orbiltal locations with TPs.

At the team summit earlier this year there was the description of the new MPEG-4 only service going up (of course delayed due to satellite launch issues). Once they have the new service running 61.5 will not be too important. They will be able to repoint dishes to the new service slots since all the recievers getting HD/LiL HD from 61.5 can already use MPEG-4.

If they are going to use "reverse DBS" band as has been mentioned the dish will need a different LNB.

Dish apparently has permission to transmit to the US from new slots between international slots. They recieved permission to build a satellite. The theory is that they will move AMC-14 and E8/E6 to the new slots and provide service until they get the new satellites up. No specs have been announce about the new satellite, but I would assume it would be a big spot beam satellite (like E10) designed to provide LiL HD from the new slot.

It seems to me that in this filing with the FCC, E* has shown it intends to move one of the sats to 61.5.

... II. UPDATE ON STATUS OF REPLACEMENT SATELLITE FOR ECHOSTAR 3 AND THE HEALTH OF THE ECHOSTAR 3 SATELLITE
EchoStar has not finalized its replacement plans for EchoStar 3 yet. In developing that plan, EchoStar has been faced with two complications. First, a Proton rocket carrying a Japanese spacecraft exploded shortly after takeoff on September 5, 2007. The ongoing investigation of this disaster has made launch windows even more scarce than they previously were and EchoStar has placed new launch plans and the associated redeployment of its satellite fleet temporarily on hold. ...

Dish is delaying the construction of a satellite to replace 61.5 since Dish is having trouble booking a launch. It would not make sense to move one of these satellites to 61.5. There are a few of TPs out on E3, but that would be nothing compared to getting 32 TPs at a new orbiltal slot. If you take E6 and move it to 86 you get 32 TPs, if you move it to 61.5 you get 3 TPs.

If they establish a new service from lets say 86/97 with the 3 satellites (E6/8 AMC14) they will have a new gain of 59 CONUS and 25 spot TPs. This is a far better deal than worrying about a few TPs on 61.5. This is not to say 61.5 or 129 will be useless. Indeed they will have to launch more satellites to the new locations to gain enough spot TPs to cover the LiL needs. I would speculate that they would put the biggest markets on the spots (ones that align under the spots after they shifted from the move from 110 to the new location) & CONUS offering a new single dish solution.

The new single dish solution probably would work for the top markets. The next tier of markets would have to have 2 dishes until they get a new satellite up with more spot capacity. It is going to be very interesting to see how Dish handles this. They would need to install a lot of dishes in the transition, how long will it take to convert all the customers to MPEG4 and repoint them to the new location. One has to also consider when the customer is repointed they will not be able to use any old reciever, have to have all VIP ones...

They origionally layed out a 3 - 4 year transition to all mpeg4 service. THat was last year during the summer. They said then that ALL hd would go mpeg 4 by the end of 2007. THat still hasn't happened yet, but could if they would announce it on the next tech chat . That leaves 3 more years to transition all the remaining customers to the mpeg 4 receiver and sat position. OF course with the launch failure/ delays, I would add one more year to the schedule. So by the end of 2011 all DISH subs should be in mpeg4. Now that is if they still following those plans layed out last summer, and no other company buys DISH or a DISH/DIRECTV merger doesn't take place in those years inbetween.

If all new customers got MPEG-4 service next year and they swap the dish and receiver in the largest markets then they could have the smaller HD LIL markets go to 110/119/129 when they decide to shut MPEG-2 channels off. That means they would only have to swap the receivers, not the dishes, for those smaller markets. That would save them some money on the swapout.

True. THey could use both existing slots for the new mpeg 4 service once they get all the receivers changed out to mpeg 4. THey could duplicate the same setup of internationals, locals, and 200 hd national channels and the locals for the rest of the country in hd using the same set up for a dish 500 at 110/119 and a dish 500 for 86.5 and 97. You would have to make sure that you assign which side of the country would use what dish for what. But it is definitely doable.

They could have one side of the country for one set of orbital locations for their locals while the other side of the country would get the other set of locals from the other orbital locations.

That would probably work eventually. The whole purpose for the new locations was to create a mirror of the existing service in MPEG4. The sats we use now will have to stay as they currently are until ALL receivers are upgraded to MPEG4 VIP boxes. Once the switch is completed (which will take years), THEN they could do like you say, but it wouldn't work until then.
