Echostar gets temporary authorization on 61.5 on transponder 23 and 24

ability to continue to provide some programming from 61.5. Apparently E* 3 is dying, and this allows programming to continue.

Why even use the temporary transponders if all you can provide is pay per views or other temporary services that will have to be withdrawn as soon as the replacement satellite is in place?
