It wont cover Europe

E11 will cover the same area as the current satellites at 110 except it will be stronger for the folks in Alaska & Hawaii. I dont know about other fringe areas
 
I know its not gonna cover Europe!

I would really appreciate the link to the map with EIRP levels though ...

Unfortunately search for "footprints" on the Dish website returns 0 results.

This is the link. All the contour data points are in the attachments.

FCC INTERNATIONAL BUREAU

All you have to do is go to FCC Intenational Bureau- MyIBFS, and download the software to read the Schedule S - GXT contour data.

It seems that it is a bit early to know how the footprint is going to work. E*11 is still being tested at 138 before being moved to 110.
