That really only adresses if you are in a "white" area. I'm not, but have waivers from all the networks. From what I gather from one place, basically what you have now you can keep, but going forward you will need new waivers for such things as new HD distant nets. However I also saw something about all waivers will be wiped and you must reapply. I'm not sure about the latter, since I see no reference to it in the Shiva(or what I can make of it).
