Unlikely to been the AMC-14 second stage. That is probably in nearly the same orbit as the Satellite at this time. Probably not even related to this launch, as the Reuters article didn't report when the Farmer made his find.

1,000,000 Russian rubles = 42,566 U.S. dollars

You wouldn't see such a small lawsuit here in the U.S., that's for sure...
