Maybe try a signal that you know will get for sure, then move east or west from there.

Correct, it is kind of deceiving calling it signal, but that is how it works.
No LNB(f), 0% signal. Hook up a LNB(f),it will show signal from 20-60% depending on what receiver you have.
Then it will go to another higher number once you lock a signal(no matter how good the quality its, as long as it is locked).

I like to think of it this way:
no LNB connected, signal = 0 - that's like having your ears plugged
LNB connected, no signal - it's like hearing ambiant noise, like nature or a distant highway
LNB Connected, satellite signal strength up but no lock - it's like hearing the dinning room conversations on Thanksgiving but everyone is talking at the same time and you can't understand what they're saying
Signal quality is medium - the person in front of you is talking and your attention is focused on what he/she's saying and you mostly understand what is being said and you use the context to figure out the part where Uncle Bob is talking so loud that you missed a word or 2
Signal quality is way up - you hear the person in front of you so well that the noise of the other guests does not bother you at all
