If you search the page, it mentions Echostar multiple times, including at 83W, 109W and 121W. 83W... appears to be reverse band. Also, AMC-14 has a note that it's been modified to operate at mexican slot 77W when launched.

And Echostar won the 86.5 DBS Slot.

Does this shed light on their new plans for a new service??? Or is it all just pieces of an unknown puzzle?

This is probably for their MPEG-4 plans where they want to transition everything to MPEG-4 at different locations while keeping the MPEG-2 up at their current locations.

That's exactly what I was thinking. One dish would work here easily. 77 to 86.5 is 9.5 degrees only.

It has been rumored for a while that E6&8 would go to 86 while E* builds a satellite(s) for 86. The footprint would be a bit off since they were built for 110/119. The other ones appear to be the Ku-AUX bands, not very useful for DBS since they are 2 degree and would require super dishes.

We'll keep on guessing on this topic for, I'd guess, at least 6 months. Maybe for the next year plus. I'm wondering if we'll ever be told anything before the sale is completed or dropped.

I don't think Dish Network wants to go back to a SuperDish solution again after the last fiasco with them. It is a last resort.

What I would like to know is what is Spectrum Five? Yet another attempt at building a third DBS provider in the US?

That could be a possibility. Charlie may think its cheaper to sell Dish Network out and use that money to start all over with a new service and use that money to compete against Dish and DirecTv unless there is a clause when Dish Network is sold that it will not be allowed. He would have enough money to come out with a killer deal for anyone that wants to signup for their service.

Spectrum Five appears to be a holding company or operating company set up to procure and develop services from the 114.5-degree location. The company's satellites are "authorized in the Netherlands." The company is expected to use slightly larger than usual dishes to mitigate interference from the Echostar and DirecTV birds there.
They have obtained a license to place two satellites in that location so far.

Even though observers are talking about how this will stimulate competition in the DBS industry, my vote is that this is actually a holding company or future partner that will lease services back to someone like Echostar, or it may actually be a company in which Echostar or DirecTV is a silent partner.
