GZIP Compression Disabled

I thought GZIP Compression was enabled a little while back but now is disabled.

It is disabled as a few people had problems with it and it also caused our downloads area to stop working.

The problem isn't actually the GZIP but rather the fact the version of PHP we are running, we are running the latest version of PHP, while much of our software was written to work with the older versions of PHP.
