HD Locals Question

Currently, the Jackson, Mississippi market gets CBS, NBC and ABC HD locals via *E, but not Fox even though the local Fox affiliate broadcasts an HD signal. What determines when *E may add the local Fox HD to the Jackson market?

Now I understand what you tried to say to me , but Dish Network (now its own company) was introduced by EchoStar, which in forum shorthand is reduced to E*.
