HD network feeds vs. LIL

I have a new HDTV and would like to get my networks over my Dish service. Years ago, before my Seattle SD LIL signals were available, I got my network feeds from other areas (Denver, LA, etc.). There was no question about waivers or signal strength.

I cannot get a usable OA signal at my home. I have a high, tree-covered hill between me and the transmitters.

What has changed to make the rules different this time around for HDTV? I would be happy to take HD network feeds from anywhere with the implicit agreement to switch over to Seattle area feeds just as soon as they become available (following the same sequence of events that I went through with SDTV signals.

Can anyone suggest any remedies?
 
Dish is not currently offering HD DNS. DirecTV is offering HD DNS to qualifying subscribers. They have a page on their site that you can plug your address into and check. Sorry don't have the link handy.
