Solution: (run this by DIRT, they can help) You need to unsubscribe from the International package temporarily. Then, you should qualify for upgrade. When the tech comes, tell him not to take the old dish down. He will put up a new dish for your 250 on hopper. That new dish has an "LNB in" port, have him connect that to 118 from the old dish. Then you would just need to add the International package back.

I just had the same problem. The reps have no idea why you can't get it, just say no. I had a # for a rep I talked to before and called him. Turned out for some reason they had my account setup as WA and EA. So as soon as he removed the 3 WA sats (110,119,129) from my account I was then eligible for H3 upgrade.
Persistence, determination and lots of time are the things you need to deal with DISH.
