Hopper Keeps Making Network Call

Hello,
I have a original Hopper with Sling. Lately I have been having very slow internal network speeds and used Wireshark to look at the network. One issue I am seeing is that the Hopper is making a call to the network every two seconds. Doesn't seem to be asking anything? Is there a way to have the Hopper stop making these calls?

Unplug the network cable? (I know not the answer you wanted) But something could be wrong with the ethernet port causing the issue.
