I don't think there is a time limit. I think it depends on how bad they want to keep you as a customer.

Well I just got a 2nd round of 1/2 off HBO f/6 months, after my previous round JUST expired last month.
And, I've lost count of how many time I've been on BB 1/2 off f/6 months, one right after another...& I do NOT feel a bit bad about it, since the ONLY reason why I get it, IS for the extra channels - NOT for (other) movie rentals.

I had Showtime and Starz for 1/2 off for 6 months that just expired. Went to MyDish.com to cancel those packages and was offered the 1/2 off for 6 mo offer on both after clicking on SUBMIT. I had asked DIRT to add the offer back in but they couldn't do it while I still had the packages and couldn't remove them from my account just to add the offer back in. So the easiest way to see if you can get the offer right now is to try to remove the packages. You should get the offer to keep the packages at the 1/2 off price before the final approval.
