Before Christmas my local PBS (WPSU) was uplinked in HD but it's yet to be turn to Available. How long does the testing process take?
How long is a channel uplinked before becoming Available?

There really is no timeframe. Could be a week, 2 weeks a month or in some cases never.
With locals the reason it can take some time is because Dish needs to sign a deal with the owner of the station

In addition to what Iceberg mentioned it could be that they are waiting on a fiber backhaul capacity upgrade, or other equipment. Sometimes it takes a while for the actual signal to get from the market to the uplink center.
