That's all it is right now, a wish. Unless something changes, I predict OTA as we know it will be mostly dead by 2030.

OTA is supposed to be a public trust, something accessible to everyone. If they keep throwing up roadblocks, auctioning off spectrum, allowing broadcasters to sell IP over their RF channels, then what will be left?

I see nothing special. It's really just a club of people foaming at the mouth to turn a profit on new technology. I doubt they'll get their mandate. When the last mandate went out, the government wasn't so loaded up on debt and was able to provide coupons for buying boxes. They'll likely claim that there are so many "free" options out there with streaming that it's not worth the cost to fund a small percentage in rural areas that rely solely on radio waves to for entertainment.

I was thinking that it came out in 2009, but the funding was set aside in February of 2006. At that time, the debt was around 8.9 trillion. Well, with the cuts going on right now and that debt being $30 trillion more than then, I don't think there's any hope you'll see a coupon or gift card to discount boxes. By mandate, I meant a request that with a transition to 3.0 that we'll get subsidized boxes. They may still force 3.0 through, but I doubt you'll get a discount this time around.
 
Lon.TV has been running a number of videos discussing the DRM problems that the broadcasters cause with their DRM demands for ATSC 3.0 (requires Internet). That's a big no from me.

The TV spectrum was licensed for the Public Interest. The stations operating using these licenses are obligated to provide a signal that can be freely accessible to anyone in their area with an antenna and a receiver.
 
ATSC 1.0 must be kept for at least 20 years, or they replace ALL my TiVo's and ATSC 1.0 tuners with the money they are giving to the demoncrats.

Every major network must be broadcast on ATSC 1.0 in each DMA on a full power station in at least 720p preferably 1080i.

Every encrypted ATSC 3.0 signal must have an accompaning non encrypted mirror - if you want all the data crap you must give the public it's right to free OTA.

I know it's off the wall but that's just me.

I was an early adopter of ATSC 1.0 and it's good enough for me if you want 4K stream it.
 
UHF is too valuable, but the VHF spectrum isn't so much. Cell phones would be ok with UHF, but there's no way you could fit an antenna to do VHF spectrum. Also, there's not much bandwidth available on the VHF spectrum side. You only have 42MHz of usable VHF spectrum on the Hi band. That's not much at all compared with with the 130+MHz remaining on the UHF TV band. VHF is also very susceptible to noise.
