Not all HD channels are 1920x1080, some are 1280x720, in their original format. As for bandwidth, yes they are bandwidth limited. If they got rid of a bunch of SD channels they could show all HD at full resolution. But as of right now, more people care about quantity over quality.

It's easier/better to advertise too, that is "we have 'X' HD channels compared to 'Y' that DirecTV carries and 'Z' that the average cableco carries".
