My brother has never had Dish, and is interested in the Welcome Pack, mainly for his local channels. If he buys his own equipment, will Dish activate a new account for him with the Welcome Pack? I've had the Welcome Pack myself since 2009, and it seems like the status of this pack's availability, both to current and new subscribers, has been rather murky since its inception.
Is the Welcome Pack available for new customers?

yes you can get Welcome Pack with owned equipment. There might be a special number to call to get it though.
