Is there a RELIABLE VPN that has the Twin Cities as an option?

Okay, so if there is a VPN that has the Twin Cities, but it's not reliable, simply tell me "no". Anyways just asking because I'm pretty addicted to my "moved" Twin Cities locals from Dish and have ExpressVPN and previously had SurfShark and neither of them had either Minneapolis or St. Paul or any of its suburbs as an option, but I would like to keep them if I ever get my cable/satellite channels by streaming.
