DirecTV somehow came to an agreement with the WB and allowed importation of a WB affiliate into markets where DirecTV does not offer WB programming in their local channel package.
For example, in Charleston-Huntington, WV, DirecTV was offering the Miami WB, even though there is a WB affiliate in Charleston. The agreement allowed DirecTV to offer this because the Charleston WB wasn't in the local package. This has changed recently, and DirecTV is now using the Charleston WB in the local package while removing the Miami WB.
Dish Network was not able to come to this agreement. At one time, it appeared possible, as Dish Network had placeholders in their system for the same Miami and San Diego WB feeds. However, nothing materialized.
And don't forget, the whole issue will be up in the air in September, as WB and UPN will be merging to form "the CW". That means DirecTV will need some kind of new agreement, or they will lose the ability to show the WB programming in packages such as Johnstown-Altoona.
