It's a glitch if you call them on it. For everybody else who doesn't call , its just more DISH FEES that they get away with.
That's the thing. I've had two different reps tell me it's a glitch, and two others say that it isn't. I've gotten them to remove the charge each time.
 
This is what DIRT told me just a few minutes ago:

I apologize, after further review the programming change should not apply to the Sirius XM package, but it would to the Latino Bonus. The Flex Pack page shows the add-ons that qualify under Step 2: Flex Pack | MyDISH | DISH Customer Support. Everything in Step 3 will still have the normal programming change fees.
