Least expensive AC-3 Decoder for PBS on AMC3

What is the least expensive Dolby Digital decoder to connect to a Fortec so I can listen to PBS. Is there some inexpensive used decoders on Ebay? I dont care about setting up surround speakers. Going through the TV speakers would be fine.

I use a creative labs extigy external sound card, found it on ebay for under $50. There is a reveiw on them in the reviews area.
